The short answers (as far as I can tell) seem to be: It is not illegal to PLAY online poker but it is illegal (or at least harder than before) to transfer money onto poker sites.

In short, it seems like the rules are incredibly vague and will be hard to enforce. It will be very hard for the banks to enforce this law for U.S citizens, they will certainly deter some people from getting money onto online poker sites, that is something that I am sure about, I have seen an overall decline in the game quality ever since the law was first presented, but nothing major, I am not worried at all.

I think it is disgusting to see someone trying to restrict peoples freedom by deciding what is and what is not okay to do. I mean, how ridiculous are you if you say it’s okay to gamble on horses but not play poker? Blah.
The 2+2 Forums has a whole section dedicated to discussing this law, there are a few lawyers in there and PPA reps (if I remember correctly) helping out and keeping poker players up to date.
